CPSIA 2008:
Consumer Product Safety Improvement Act 2008(CPSIA) is a new set of regulations aimed at controlling phthalates and lead content in consumer products for use by children aged 12 and under. This affects all children's products shipped into the US.
The Consumer Product Safety Improvement Act Signed into Law:
The CPSIA significantly expands government monitoring and enforcement authority at the U.S. Federal and State levels and imposes many new product safety restrictions on businesses.
The law will affect children's products in 3 parts:
Lead Content Ban, Lead Paint Ban, and Phthalates Ban in all Children's Products.
The legislation calls for it to be phased in during 2009 - the goals are:
- Products using lead paint with more than 600ppm will be banned as of December 21, 2008 through February 9, 2009.
- Products containing more than 600ppm of lead and certain phthalate substances must constitute no more than 0.1 percent of such products on or after February 10, 2009.
- Products containing more than 300ppm of lead and products using Lead Paints containing 90ppm are band on or after August 14, 2009
- Products containing more than 100ppm of lead are banned (if technologically feasible) on or after August 14, 2011
General Conformity Certificate:
Starting in February (2011), we will be providing the test results of lead content of materials used in ordinary book manufacturing from the ink, paper, glue, laminate, etc. These lab results can then be used to create General Conformity Certificate (GCC), which you can submit to your distributors. We can provide you with an easy to use template if you need one.
The GCC is valid only for ordinary books (hardback, paperback, board book, flexibound with no spec ial technique or non book item) Note: The certificates do not reflect tests on the finished product, they are rather, a general test provided by the manufacturer. Any book with a non book item or any special effects needs to be individually tested and certified by third party facility.
TESTING:
For any product that is a book and a non-book item, the finished product must be tested. We will inform you of the extra cost for these tests. Individual certificates for your specific product will be supplied and results should be sent to your distributor.
Please indicate if your new project will be designed for an audience 12 years old or younger.
